Todd Hager is a Washington, DC-based professional with deep expertise in federal government technology and health IT policy spanning decades, to include founding and leading federal government services businesses, engaging federal agencies closely to provide strategic advisory for digital transformation, workforce innovation, AI and data initiatives, and strategic plan development at a variety of federal organizations. This work has included the US Health and Human Services, the Centers for Medicare and Medicaid Services, the Administration for Children and Families, the Office of Personnel Management, the General Services Administration, the Department of Education, the Federal Deposit Insurance Corporation and ARPA-H. Todd combines substantive policy knowledge with practical experience translating complex government technology initiatives into compelling public programming, bringing a strong network of federal technology and policy leaders to any table he joins.
Todd completed a bachelor’s degree at the University of New Hampshire and a master’s degree from Johns Hopkins University. He has served on the boards of the American Council for Technology – Industry Advisory Council (ACT-IAC) and the Association of Government Accountants (AGA). He is also an active writer and speaker, contributing to public discourse through essays, op-ed feedback, and literary analysis including published works in Medium and GovLoop.
Alongside his professional career, Todd has devoted time during the last three decades to adult education as a volunteer math teacher at the Academy of Hope Adult Public Charter School in Washington, DC where he has supported adult learners pursuing their GED, Cezar Chavez Public Charter School where he assisted high school students, and with the University of the District of Columbia where he has assisted “community college” students with making the transition to a 4-year degree program. This long-standing commitment to adult education reflects a deep belief in educational access and civic equity. Todd’s combination of government technology expertise, decades of community service, and commitment to lifelong learning makes him a distinctive and mission-aligned voice for any nonprofit board.
